A question about JAV stars and pubic hair

I don’t really know where to ask this but I think it’s ok here. I think it’s correct to say that seeing pubes on JAV actresses is pretty common. But what I wanna know is the actresses with really hairy pubes. I was just wondering who gets to decide on whether they should grow it or not? Is it a personal choice by the actress or are certain stars encouraged by the studio heads whether they should grow or shave? I just wanna know cuz I really like actresses with really hairy pubes like Kanon Urara or Mayu Suzuki and would like to know why they are allowed to get as hairy as they are.
